The orchards of the Tarn-et-Garonne, the beach bars and restaurants of the Mediterranean coast, the many cultural places of the territory… In summer, theOccitania is one of the leading destinations for seasonal workers. But the Covid has been there, causing a hiring crisis in sectors that recruit seasonal workers.
The Region is mobilizing for seasonal workers
Today, many employers are struggling to hire for the new season. Faced with this tense situation, the Occitanie Region launched, in March 2022, the “Pact for hiring” with 50 public and private partners.
In the specific case of seasonal workers, this pact should make it possible to remove the brakes on the employment of these workers. The community listed three main points: the mobilitythe lodging and the babysitting.
To address these issues, the Region has implemented several measures.
A vehicle loan is possible
With regard to mobility, the “Pact for hiring” provides for a vehicle loan for job seekers and employees undergoing retraining following economic redundancy, as well as for young people aged 16 to 25 without training or employment.
Newly recruited employees in sectors in tension (tourism, catering, health, home help, construction, etc.) can also request an emergency vehicle (within 24 hours).
Seasonal workers soon to be accommodated in high schools
Regarding accommodation, the community will support “the creation of projects integrating shared housing solutions that can accommodate at least five seasonal workers, carried by tourist companies or public operators”.
“The municipality of Barèges in the Hautes-Pyrénées is carrying out a thermal and energy renovation project for the former gendarmerie to create four apartments dedicated to welcoming seasonal workers. The cost of the work amounts to nearly €900,000. The Occitanie Tourism Fund intervenes to the tune of €357,000”.
The Region will also experiment with provision of high school boarding schools during the summer : “The experiment will be launched in the summer of 2022 in one or two high schools located in mountain areas. Exchanges are underway between the establishments identified and the Action Logement association, in charge of carrying out this action. Seasonal workers could thus be welcomed from mid-July until the end of summer. If the experiment proves conclusive, the Region and its partners will work to extend it more widely across the territory next summer”.
Lump-sum assistance for childcare
With regard to childcare, the Region provides for a lump sum aid complementary to the aid paid by the Caisse d’Allocations Familiales (CAF):
- €250 for trainees in vocational training, upon entry into training;
- €250 for those taking up employment for a contract of 3 months or more;
- 80 € for job buyers for a contract between 1 and 3 months.
“To allow all employers and their future recruits to be put in contact with each of the partners of the Pact for hiring, a unique and free telephone number is available to them: the 0800 00 70 70. A dedicated team made up of agents from the Region responds Monday to Friday, from 9 a.m. to 12 p.m. and from 2 p.m. to 5 p.m., to inform the public about the aid available to them and direct them to the partner offering the most suitable solution for their needs”, concludes the community.
Seasonal employment: Tarn-et-Garonne number one in Occitania
In Occitania, three departments with tourist and agricultural seasonality stand out by offering the most seasonal projects. Here they are :
1) Tarn-et-Garonne (63%)
2) Pyrénées-Orientales (61%)
3) Aude (61%)
On a national scale, Occitania is the 3rd region of France in number of seasonal workers, behind Corsica and New Aquitaine.
